Related: tdf#82184 correct wrong or obsoleted LCIDs for MSI

This solves the cases of Oromo, Kinyarwanda and Sinhala.

Kabyle is a problem on its own and apparently not easily solvable, see
attempts in https://gerrit.libreoffice.org/71247
