and usage from SfxApplication::GetOptions()
* shell: remove proxy config code from backends
* stoc: the JavaVM would have its "ftp.proxyHost" properties set based
on officecfg values; remove that
* sysui,vcl: remove protocol from KDE desktop files and file picker
