Noel Grandin e8fd5a07ec update loplugin stylepolice to check local pointers vars 
are actually pointer vars.

Also convert from regex to normal code, so we can enable this
plugin all the time.

System abstraction layer; rtl, osl and sal

rtl:
Platform independent strings

osl:
platform specific stuff, threads, dynamic loading, process, ipc, etc

Exports only C API and some inline-methods (only C++ API).
