This commit adds the DotnetLibrary gbuild class to build a .NET assembly using the .NET SDK. Also adds an option to enable or disable building .NET components with --enable-dotnet (default) and --disable-dotnet to the autogen script. Also adds a net_ure/ directory for the updated .NET bindings, currently consisting of the net_basetypes library.
