Eike Rathke 3275267d47 Move {sat-IN} locale data to {sat-Olck-IN}, tdf#154987 follow-up 
... and have inherited {sat-IN} as well as {sat-IN} locale data was
introduced for tdf#154987 and may have been used by documents since 7.6,
but {sat-IN} originally was meant for Devanagari script, as translations
show.
