David Tardon 845456565d DO NOT use internal headers of jpeg 
They ARE NOT available when using system jpeg.

Apart of that, I am not sure if it is all right to include parts of jpeg
directly into our code.

External library for reading/writing jpegs

This is only used by the svtools jpeg import filter that is provided
for use by VCL see [[svtools/source/filter/jpeg]]
