The time when it made sense to use "clever" #ifdefs to, for performance or compiler reasons, conditionally bypass private parts of a class declaration passed a decade or longer ago. Still more of this in sw and sc. People working on those modules might want to do it too, or not. Predates sal - string functions, url manipulation, stream stuff, polygons, etc. Exact history is lost before Sept. 18th, 2000, but old source code comments show that part of the tools library dates back until at least April 1991. This directory will be removed in the near future (see fdo#39445 or fdo#63154).
