José Guilherme Vanz 1611806226 Removal ::rtl:: prefixes and macros in oxx
This commit removes some ::rtl:: prefixes and RTL_CONSTASCII_STRINGPARAM,
 RTL_CONSTASCII_USTRINGPARAM macros in oxx.
