Base the decision to disable animation of the overlay rectangle on whether animations are disabled (either explicitly in LibreOffice itself or when LibreOffice uses the default value of "System" for animations and animations are disabled in the OS/desktop environment) instead of on the fact whether or not high contrast mode is enabled.
