Mike Kaganski e7bad15bc1 Unify osl_{g,s}etThreadTextEncoding implementation across platforms ... using a static thread_local variable, as already was used on Windows; this replaces the non-Windows implementation based on pthread_setspecific and friends. System Abstraction Layer (SAL)

System abstraction layer; rtl, osl and sal

rtl: Platform independent strings

osl: platform specific stuff, threads, dynamic loading, process, ipc, etc

Exports only C API and some inline-methods (only C++ API).
