Riccardo Magliocchetti bc7b349ea2 headless: more work in vcl
Provide HeadlessSalSystem::ShowNativeDialog() instead of having
it if-zeroed.
Then remove LIBO_HEADLESS ifdefery from unx/generic/plugadapt/salplug.cxx
which we are not building anymore.
